Drones struck two commercial ships in the Black Sea just outside Bulgaria's territorial waters in the early hours of Tuesday, Oct. 13, 2026, sinking the Guinea-Bissau-flagged cargo ship HS Dignity and damaging the Ukrainian-owned, Maltese-flagged Chelsea 3. The Chelsea 3 was hit at about 1:30 a.m. local time, or 6:30 p.m. ET on Monday, Oct. 12, according to Prime Minister Rumen Radev as reported by Al Jazeera.
Bulgaria called off the search for HS Dignity's crew at 3 p.m. local time on Wednesday, Oct. 14, with 10 sailors still unaccounted for, the Bulgarian News Agency BTA reported. It was the second deadly drone attack on shipping off Bulgaria's coast in a week.
Radev told Parliament that Russia was the likely culprit. "The problem is that we cannot prove it," he said, according to the Associated Press. Bulgaria has asked NATO and the European Union for help after the Black Sea drone attacks, Stars and Stripes reported.

What Happened
HS Dignity sent a distress signal shortly after 1 a.m. reporting fire and a drone attack, Novinite reported. It sank about 17 nautical miles east of Krapets, near the Romanian border, the Kyiv Independent reported. President Iliana Iotova identified the ship as HS Dignity, while some Bulgarian media named it the Azov Concord, Marine Insight noted.
The ship had 16 crew, 14 of them Syrian, Arab News reported. The Syrian Sailors' Union told Syria's Alikhbariah TV that the ship was hit by one aerial drone and two uncrewed surface vessels.
The Chelsea 3 was hit by three drones about 18 nautical miles east of Byala, BTA reported. Its crew of seven Ukrainians and eight Azerbaijanis said the deck and hull were hit by drones, AP reported. All 15 were evacuated to the port of Varna, the Kyiv Independent reported, and the ship stayed afloat, according to gCaptain, republishing Bloomberg.
Radev called the strikes "absolutely unacceptable," Al Jazeera reported. Bulgaria then summoned Russian Ambassador Eleonora Mitrofanova. According to the Bulgarian government, she said Russia's Defense Ministry had given her no information and did not rule out a provocation by a third party, Daily Sabah reported, carrying Reuters.
"There's no logic in Ukraine destroying its own ships, and the results of these strikes work to Russia's advantage," Radev's office said, per gCaptain. It added that Bulgaria faces higher insurance costs and some refused cargoes.
The search resumed at 10:30 a.m. on Oct. 14, was halted at 2:30 p.m. amid gusts up to 72 km/h and force-5 seas, and ended at 3 p.m., the Transport Ministry said via BTA.

Who's Involved
- Rumen Radev, Bulgarian prime minister: Says the attacks benefit Russia but cannot prove it; seeks NATO and EU help.
- Iliana Iotova, Bulgarian president: Called for a halt to Black Sea hostilities and a moratorium on drone use over the Black Sea against commercial and civilian infrastructure, AP reported.
- Velislava Petrova, Bulgarian foreign minister: Asked for help with the investigation. "The security of the Black Sea is inseparable from Europe's security," she said, per Stars and Stripes.
- Dimitar Stoyanov, Bulgarian defense minister: Said "Escalation is already underway and continues to rise." He announced two more unmanned systems for Black Sea monitoring, per Novinite.
- Eleonora Mitrofanova, Russian ambassador to Bulgaria: Says she has no information about Russian involvement, Newsweek reported.
- Andrii Sybiha, Ukrainian foreign minister: Accused Moscow of "deliberate disregard for civilian lives and maritime security in the Black Sea," per Newsweek.
Weapons and Military Assets
Authorities in Sofia said three drones were found on or aboard the Chelsea 3, Newsweek reported. The claim that HS Dignity was also hit by sea drones comes only from the Syrian Sailors' Union. A Chelsea 3 sailor identified the drone as Russian, according to Novinite, but Bulgaria has not confirmed this.
Bulgaria sent a Navy frigate to the area and two military helicopters toward the site of the sinking, Novinite reported. According to Stoyanov, aerial surveillance did not detect any uncrewed aerial vehicles.
The OSINT Picture
A MyShipTracking listing shows Chelsea 3 (IMO 9361392) as a 2006-built general cargo ship of 5,827 deadweight tons. It left Giresun, Turkey, on Oct. 10, bound for Giurgiulesti, Moldova. Its last AIS report, timestamped 02:18 on Oct. 14 with no time zone given, put it at about 42.77 N, 28.25 E, moving at 0.5 knots. That fits a damaged ship holding position, an inference rather than confirmation.
Ship-tracker.org records list HS Dignity as IMO 9545912, a 2008-built cargo ship of 8,642 deadweight tons. Its technical manager is listed as Richer Marine of Hong Kong. Ecker Geopolitics could not verify the registered owner. MarineTraffic AIS data cited by gCaptain shows it sailing from Mostaganem, Algeria, toward Braila, Romania.
Newsweek also reported the Giurgiulesti destination. Analysts at Defence Matters note that small drones can generally fly below the effective radar horizon until they near a defended area. Confidence: high on vessel identities and routes, low on who launched the attacks.
Geopolitical Players
- NATO: Secretary General Mark Rutte wrote that the alliance has "already strengthened our posture along the eastern flank," per gCaptain. Strikes outside Bulgarian territory do not automatically trigger Article 5, Stars and Stripes noted.
- European Union: Commission President Ursula von der Leyen called the Black Sea "another front of escalation of the Russian war in Ukraine," per Gulf News.
- Romania: Prime Minister Ilie Bolojan and Radev called for "even closer cooperation" with Turkey, BTA reported. On Oct. 15, Romania investigated a fire on the tanker Wine Trader, which left eight crew missing, Euronews reported.
- Turkey: Stoyanov said he had spoken with his Romanian and Turkish counterparts, Novinite reported. Turkish Foreign Minister Hakan Fidan had already called for a Black Sea moratorium in August, Kurdistan24 reported.
- Russia: After the Oct. 6 strikes, the Russian Embassy in Sofia said the ships "were not among the targets hit by Russian armed forces," AP reported. That is Moscow's claim.
- United States: Ecker Geopolitics found no public U.S. government statement on the Oct. 13 attacks as of publication.
What It Means for the United States
The following is Ecker Geopolitics analysis.
Benefits and opportunities
- Washington can push frontline allies to lead on Black Sea surveillance, in line with America First burden-sharing.
- Allied requests for surveillance gear could create demand for U.S.-made sensors and counter-drone systems.
- Turkey's moratorium proposal gives U.S. diplomats an opening to press both Moscow and Kyiv on freedom of navigation.
Risks and dangers
- Without attribution, a NATO member is exposed to gray-zone attacks it cannot answer.
- Higher insurance costs and disrupted grain routes could lift food prices.
- Stoyanov's remark that "Article 5 follows Article 4" shows how a maritime incident could pull the United States toward a direct confrontation.

After the Oct. 6 attacks, Bulgaria and Romania requested satellite imagery, which the EU is supplying through a center that analyzes space-based data, AP reported.
